Yes, she said so in a recent interview.  She commented that she thought it was odd, how people think she's never been in a relationship.

Aside from "Hope" and "One Dream" (which is just a theme song, rather than an album track)...those are some really depressing lyrics.  If this album reflects how BoA's really feeling at this time, that's pretty sad.  I think she really needs some time off to relax and stop worrying about her career for a little while.  Maybe she would gain a few pounds so she'd be at a healthy weight again.  I feel sorry for her.
